State Planning Commission : Data-Driven Governance

The engagement focuses on data-driven planning and review of schemes/projects through analysis & dashboard representation thereby facilitating an improved planning and project portfolio management system.

‍Engagement Highlights

Data Visualisation and evidence-led planning 

  • Development of SDG Barometer dashboard - https://sdgcckar.in/sdg/ using Tableau. This was presented to NITI Aayog’s SDG team and was well received. The Fellows office also improved Avalokana(http://avalokana.karnataka.gov.in/) and built geospatial dashboards for SDG-Aspirational districts data for reviews at the highest levels of government through improved analytics, visualisation tools and techniques(https://sdgcckar.in/sdg/).
  • Visualisations were also developed for  NSS data on social activities done at 600+ villages by 3 lakh plus volunteers with 280+ institutions https://nsskarnataka.net/asay.php)
  • SDG and Special Development Plan budget proposals were compiled - Development of map visualizations using Tableau for pre-budget presentations for and supporting new ideas for the upcoming state budget which were used in meetings with the CM, Planning Minister, and FD secretary were additionally created. 
  • Through the initial efforts of the Fellow in driving evidence-based decisions, KDP analytics and visualizations are now being undertaken by the department independently using PowerBI. The Fellow continues to provide incremental improvements including publishing the reports in Avalokana for public access. (https://avalokana.karnataka.gov.in/KDPPowerBIReport/KDPPowerBIReportNew). The Fellow has nudged the Planning Department to internalize the use of modern digital tools and techniques for better planning and execution of KDP meetings.

Capacity Building

  • Training of Taluka level staff regarding Analytics/Visualizations and Data entry into the Avalokana system for physical indicators at the Taluka level was undertaken. A plan is underway to take this to GP Level as well.
  • The fellow led a presentation on the value and benefit of Visualisations to CEO ZPs and CPOs.

Other initiatives

  • Budget of Rs 1.5 Crore has been approved in principle for the PPMS pilot project and the government order for initiating the project has been approved. Process of selecting the agency for implementation is in progress
  • The proposed process improvement for KAG has been shared with 10 departments and a training workshop has also been conducted along with the sharing of the formats for data collection.
  • Facilitated start of the data lake project with assignment of roles, responsibilities, budget and timelines
  • The Fellow has also been included in one of the teams for carrying out a Study on Sustainable Development of Bengaluru led by ISEC
  • Co-authored Karnataka’s Economic Survey Chapter - Bridging the Gaps in Development - evidence-led policies and actions for reducing inequalities of socio-economic, gender, minority, in historically geographically disadvantaged sections and areas.
