Panchayat Raj : Strengthening Local Democracy

From the KA/21 Panchayat Raj engagement led by Shobha Ananda Reddy (Fellow Designate)

The Fellow in panchayat raj has focused on several, critical pieces of activity in furthering the mandate of gram Swaraj and building local governance at a gram panchayat level. These include:

  • PRI- PHC Convergence - enabling converged functioning of PRIs and PHCs for  strengthening and extension of the services of the PHC into the community in a decentralised  manner
  • PRI-SHG Convergence - With a goal to Enable and empower GPLF's to function as microenterprises for Sustainable  Solid Waste Management in GP’s
  • Court Case Management System - create a robust Complaints Management System that serves as a  tool to register and monitor complaints

‍Engagement Highlights

PRI- PHC Convergence

  • A concept note led by AFPI in collaboration with the fellow’s team on ‘Arogya Arali’- Partnership to Strengthen the Delivery of Decentralised Rural PHC through enhanced  convergence of Gram Panchayats and PHCs has been finalised. After clearance a pilot project will be executed in  Chamarajanagar district. Deliverables include home care services  to the families in need, availability of clinical records for review and tracking outcomes,  village/GP level health profile template etc. 
  • Note on the effectiveness of GP Task Forces (GPTFs) as an important sub-unit of  governance for decentralised delivery of Public Health Outcomes was prepared by  documenting the work done during COVID-19 pandemic. The note was submitted to John  Hopkins University for integrating GPTFs with the ongoing GP Arogya Amruta Abhiyana  (GPAAA). This project will be adding another home based care component to the already  existing 14 components of GPAAA. 
  • A MoU signed on 17.09.2022 between Academy of Family Physicians of India and Karnataka Panchayat Raj Commissionerate, for "Arogya Arali" project aimed at strengthening the delivery of decentralised rural primary healthcare through enhanced convergence of Gram Panchayats and Primary Health Care Centres, to be piloted in Chamarajanagar district.

PRI-SHG Convergence

  • The circular has been prepared by the fellow’s office and has been approved by the ACS- PR  department. It will be issued shortly and post this training sessions would be conducted for implementing the circular guidelines. Specific deliverables of this project includes a SWM  circular that integrates all previously released circulars related to SWM through GPLFs.
  • Court Case Management System
  • Penalty guidelines report draft has been finalised and discussed with the internal committee
  • Dr. Shobha Reddy was a part of the committees on Court Case Management System and  Grievance Redressal.

Others

Dr. Shobha Reddy worked on a proposal on ‘Convergence Project for Supply of Eggs through SHGs to beneficiaries of various schemes of Govt. (MDMS, ICDS etc)’. The proposed project is aimed at 1000 pilots with a 60 Crores budget (to be mobilised through convergence of schemes)
