The engagement entails the creation of an institutional structure for Asset Monetisation for the Government of Karnataka ; the development of an Asset monetization Pipeline to enable Revenue/Fund generation through effective use of govt. assets ; strengthening the implementation of PPP policy.
Engagement Highlights
- Authored a chapter on Asset Monetization in the Economic Survey of Karnataka, 2021-22 advocating for dedicated focus and alignment on the need and action plan.
- Prepared proof of concept presentation for Asset Monetization portal for GoK which would serve to aggregate asset information as well as track the assets under the monetization process.
- Prepared a concept note for the Planning Department to look into the monetization/PPP approach to connect approx. 3,000 villages with Bus Services with KSRTC.
An officer of Indian Administrative Service of the 1990 batch, Shri Gaurav Gupta works in the Karnataka Government as Additional Chief Secretary, Infrastructure Development Department.
Prior to this, he served as Commissioner, BBMP (Bruhat Bengaluru Mahanagara Palike), Additional Chief Secretary, Industries & Commerce and Principal Secretary, Information Technology, BioTechnology, and Science & Technology. He has been the key driver for 'Invest Karnataka 2016', the flagship mega-investment summit.
He has worked to create critical infrastructure - transport, water and electricity - for the State & the City of Bengaluru in his capacity as Chairman, Bangalore Water Board, Special Commissioner, BBMP, and Managing Director, KSRTC.
In his initial years in the service, he served as CEO Raichur & Shimmoga and Deputy Commissioner, Udupi District. He is a post graduate from IIT Delhi, a graduate from IIT Kanpur and an executive program diploma holder from John. F Kennedy School of Government, Harvard University & Lee Kuan Yew School of Public Policy.
